CivicTracking was created to address a practical coordination problem: court-ordered community service often requires supervising authorities, courts, attorneys, participants, and independent community organizations to exchange information across disconnected processes. Founder & Executive Director

Bernell (Ya-iel) Phipps

Working within court-mandated behavioral programs, Bernell recognized a persistent disconnect between justice systems and local non-profits. The lack of a standardized system made tracking participant hours inefficient for community partners and difficult for courts to verify reliably.

He founded CivicTracking to create a reliable coordination standard. The platform simplifies service recording for participating organizations while providing courts with accurate, trustworthy verification.

CivicTracking operates exclusively as a coordination and verification layer. It does not replace probation departments, courts, attorneys, court case-management systems, or a nonprofit's own volunteer-management program. CivicTracking supports accountability and compliance monitoring by coordinating referrals, verifying service activity, and providing authorized completion documentation.
